What is UK Packaging PRO?
UK Packaging PRO is the not-for-profit, producer-led organisation appointed to support the delivery of the UK’s packaging Extended Producer Responsibility (pEPR) scheme.
We work within the framework set by the 4 nations governments of the UK. Our role is to help deliver key parts of the scheme effectively and efficiently, and to represent producer expertise as the system develops.
Does UK Packaging PRO set policy?
No. The packaging EPR policy and legislative framework are set by the 4 UK nations governments.
UK Packaging PRO does not decide the policy, the legal framework or the overall direction of the scheme. Our role is to support delivery of the scheme within that framework and help make it work effectively in practice.
As Obligated Producers our businesses and Trade Associations will continue to advocate to the 4 Governments for changes in packaging policy.
What does UK Packaging PRO do?
UK Packaging PRO supports the delivery of pEPR by carrying out specific functions delegated to it and by helping ensure the system works well in practice. In time this will include areas such as:
• helping develop and run core scheme systems
• supporting fee calculations and technical assessments
• providing evidence, analysis and advice to strengthen the scheme over time
• leading stakeholder engagement, communications and guidance
• helping producers, local authorities and others understand how the system works
Our aim is to help create a system that is fair, provides value for money and delivers higher recycling rates across the UK.
Is UK Packaging PRO a commercial company?
No. UK Packaging PRO is a not-for-profit company limited by guarantee. It has been set up to support the effective delivery of packaging EPR, not to generate profit.
Its focus is on delivering value for money, continuous improvement and better recycling outcomes across the UK.
Who is UK Packaging PRO for?
UK Packaging PRO exists to support the effective operation of the scheme for the benefit of the wider system. That includes:
• producers who are obligated under packaging EPR
• local authorities delivering collection services
• governments and PackUK
• the wider packaging and recycling value chain
The scheme will only succeed if it works well for all parts of the system.
What is a “producer”?
A producer is any business that puts packaged goods onto the UK market. This could be a company that:
• makes packaging
• fills packaging with products
• imports packaged goods into the UK
• sells products under its own brand
If your business is responsible for packaging being placed on the market, you are likely a producer under EPR.
Who runs UK Packaging PRO?
UK Packaging PRO is led by a board drawn from obligated industry and is supported by an executive team.
It has been created by companies that package their products for consumers. Any company paying EPR fees is entitled to membership.
The organisation is designed to be industry-led, representative and accountable.
Is UK Packaging PRO the same as PackUK?
No.
PackUK is the scheme administrator appointed by the 4 nations governments to administer the UK packaging EPR scheme.
UK Packaging PRO is a separate, producer-led, not-for-profit organisation that supports the scheme and delivers specific functions delegated to it. In simple terms:
• Governments set the policy and legal framework
• PackUK administers the scheme
• UK Packaging PRO supports delivery and represents producer expertise
• Regulators oversee compliance and enforcement
How will UK Packaging PRO work with local authorities?
Local authorities are central to the success of packaging EPR.
UK Packaging PRO wants to work collaboratively with the local authority community to help ensure the scheme supports effective and efficient collection and recycling services.
That means open communication, clear guidance, ongoing engagement and opportunities for local authority input as the system develops. We are working with LA representative organisations on a series of engagement opportunities that bring producers and LAs together.
How will the UK Packaging PRO Board be expanded or new directors appointed?
As UK Packaging PRO grows, the Board may be expanded to ensure the right mix of skills, experience and sector representation.
New directors will be appointed through a clear and transparent process, led by the existing Board and based on defined criteria. Opportunities will be communicated to stakeholders where appropriate.
This ensures the Board remains balanced, effective and able to support delivery of the scheme.
How will smaller producers be represented?
UK Packaging PRO is intended to be representative of obligated industry, not just the largest companies.
Any company paying EPR fees is entitled to membership, and the organisation wants to ensure that producers of different sizes and from different sectors have opportunities to engage and provide input.
Over time, this will include a range of channels such as advisory groups and working groups.
How can I get involved?
There will be a range of ways to engage with UK Packaging PRO, including:
• updates and newsletters
• webinars and briefings
• advisory groups and working groups
• direct engagement on specific issues
We want to build a system that is informed by practical experience and shaped by all those involved in delivering it.
How will UK Packaging PRO ensure value for money?
Value for money is a core principle for UK Packaging PRO.
Because producers are funding the system, it is important that money is spent carefully and in ways that genuinely improve performance. That means focusing on efficient delivery, avoiding unnecessary cost, and using good quality evidence and data to support decision-making.
The organisation is being set up with that in mind from the outset.
Who can become a member of UK Packaging PRO?
Membership is open to any producer that is obligated under the UK packaging EPR scheme.
UK Packaging PRO is intended to be representative of obligated industry, so any business that is required to pay EPR fees can become a member.
Is there an additional cost to become a member?
No. There is no additional membership fee for obligated producers to become members of UK Packaging PRO.
The organisation is funded through the wider arrangements for delivering the scheme, so membership does not create an extra cost on top of EPR obligations.
Why should I become a member of UK Packaging PRO?
Membership gives obligated producers the opportunity to be part of a producer-led, not-for-profit organisation that is helping support the delivery of packaging EPR in the UK.

What does membership involve?

Will smaller producers be able to join as well as larger companies?
Yes. Membership is open to all obligated producers, regardless of size.
