A new approach to updating the Recyclability Assessment Methodology (RAM)

PackUK and UK Packaging PRO have introduced a new process for annual updates to the Recyclability Assessment Methodology (RAM), giving producers greater transparency and more opportunities to help shape future changes.

The approach responds to feedback from producers and stakeholders across the packaging value chain, who called for clearer decision-making, greater predictability and more time to prepare for changes.

What's changing?

PackUK is delegating elements of the RAM update process to UK Packaging PRO, bringing producer insight and expertise closer to decisions about future changes.

The PRO will identify and prioritise potential changes, working with stakeholders across the packaging value chain to develop evidence-based recommendations. PackUK will retain overall responsibility for overseeing and publishing the RAM, with further responsibilities expected to transfer to the PRO after RAM 2028.

What does this mean for RAM 2028?

RAM 2028 will be a transition year as PackUK and the PRO develop and refine the new process.

Changes will focus on a smaller number of priority areas, including those already highlighted by producers, such as guidance on take-back schemes. The aim is to move towards more targeted updates rather than significant annual redesigns, giving producers greater stability and more time to prepare.

PackUK and the PRO are also currently working together to review existing guidance on PFAS and direct printing on polypropylene (PP), in response to producer feedback.

How will future changes be decided?

The new approach aims to make it clearer how producers can submit proposals, which changes are being considered and why.

Not every suggestion will lead to a change.

Where multiple proposals are received, a transparent process will be used to assess and prioritise them, focusing resources on changes supported by strong evidence and offering the greatest potential benefits across the packaging system.

Working together to shape the RAM

PackUK and UK Packaging PRO will continue to gather stakeholder feedback and assess emerging evidence as the new process develops.

This will help inform future updates and increases visibility of potential changes, giving producers greater clarity and predictability in the years ahead.

Next Steps

UK Packaging PRO will review submissions to assess whether there is a case for change. We may contact you to ask follow-up questions, request additional information or arrange a conversation to explore an issue in more detail.

Where submissions demonstrate a strong case for further investigation, we’ll bring together relevant experts from across the packaging and recycling sectors to assess the evidence and help develop recommendations for PackUK.

Our aim is to prioritise evidence-led improvements that deliver meaningful benefits across the packaging system, while giving producers greater predictability and visibility of future changes.

Please also share this opportunity with colleagues and contacts within your network who may have relevant technical expertise or practical insights. We want to hear from stakeholders across the packaging value chain.

How to get involved

We are inviting producers and stakeholders across the packaging value chain to submit evidence that could help shape future RAM changes.

To contribute, please complete the evidence submission form and email it, along with any supporting evidence, to ram-evidence@ukpackagingpro.org.uk by 31 December 2026.

Please use this email address only to submit completed forms and supporting evidence.

This is an opportunity to help shape a RAM that works better for everyone, and we’d welcome your input.
